I use Rustoleum American Accents gloss paint and satin clear coat; tons of colors, 4$ a can, available at pretty much every walmart. I also have used valspar paint but while its better overall there are fewer colors and I don't like to mix brands of paint so I can design combinations without worrying about the textures being different. It claims to work on plastic without primer but I would never try it especially on a gaming device that is going to be prone to peeling from sweat and such, so you should be able to use any paint you want as long as you buff and prime it first. I use this plastic primer which you can find at Lowes or probably Homedepot for pretty cheap and it will last for a ton of projects since you only need a light coating. Brillo pads are perfect for buffing, basically you want to remove the entire invisible top layer of plastic so it should look very dull and full of small scratches.
Just about every PC controller made in the last 10 years has the ability to pretend to be an XBOX controller.
Find a controller you like and are comfortable with.
My recommendations for PC are either a GameSir or a USB GameCube controller.
