It would slightly depend on your hair color, although jojoba oil is best for hair care with added oils of your choice. Also try drinking a cup of horsetail fern a day to promote healthy nail and hair growth. :)

I have the Now Foods one and I love it and plan to get a second. I find them all to be overpriced for what they are. I wouldn't mind a non-plastic version too, but the water does not get hot so I doubt there's really a leeching issue. I thought the whole color changing thing was kind of tacky and silly, but now that I have it I kind of like setting it on purple. You can also turn the light off completely which isn't obvious from the description. I don't think a timer is really necessary since they all shut off automatically. I just wish mine held more water.

Also, in the photo it looks like it's purple but it's actually white on top - photo is simulating what it looks like with the purple led on.

Not certified, but this might be a good place to start. I will say I liked some of the things I read at westcoastaromatherapy, however I have not taken their courses and can't speak to the quality. Tisserand is considered an expert in the field this is his most recent book.

I use my sturdy Puzhen one. It's on the expensive side on the scale $105 when I bought it two years ago. It has calming running water noise that take over the fan noise. So, there's that. Wholly jesus, it's now selling for $165. The value went up.

I also find it difficult to find a good-looking diffuser that can match my house well. Now i'm using a diffuser from MIU COLOR, i love the Shallow Wood-Grain, the color can well match my room. I think you can try it on Amazon.

I just purchased thisone from Sparoom. It runs on two AA or a USB cord and is only fan powered. It is perfect for what I need and very quiet. It diffuses very gently, and only nearby. I set it on my desk with the vent pointed at me, or near my pillow, and get a mild aroma. I get overwhelmed by heat based diffusers so this is just right. Not sure how durable it will be, but it does the job for now.

I also found this one on my search, but it was out of my price range.

This vial type diffuser necklace is the closest thing I've seen to what you're looking for. You may be able to block the holes in the lid so that it doesn't openly diffuse. Other than that I'm just familiar with the aromatherapy personal diffusers that you can carry in your pocket, like these:
