If this is a reoccurring issue for anyone, I'd recommend something like these (you'll need 4, so two orders of these), in case you got an emergency and NEED that car moved out of the way asap instead of waiting for a tow. I'm sure someone knows about better quality ones, but I just linked ones that looked to be middle of the road quality/price.

If I had time though? Absolutely call for a tow.

But one of these, next time he parks there, put it on. If he wants the spot, let him have it, for good.

I'm pretty sure if I lived in a more urban area I'd keep these in my trunk to casually move ass holes out of the way...

I bought these years ago (looks like they're no longer available) and they've been indispensable.

check this out you can remove the little valve inside the valve stem of a tire. It doesn't hurt the tire, they just need to replace the valve and refill with air. But, you can't do it without the tool, so it becomes a big inconvenience. I'd suggest leaving the valve in the stem, just unscrewed enough to leak, for maximum infuriating effect.

I am in no way sure this is legal, but I would do it.
