Depends on the size of the space, but you can usually practice fundamentals like driving, balance, etc. in a small space. Waltz is a good vehicle for practicing all of these; try doing a single half natural/half reverse or change step and then reset. To train your balance, do a half natural/reverse slower than normal and make sure that you lower at the 'and' of count 3. If it's too easy to stay balanced, try turning down the tempo.
If you follow (and even if you don't), heel turns are also a good thing to practice, and they can be practiced in a small space.
If you are doing standard, I also recommend a copy of either The Ballroom Technique, Ballroom Dancing, or both. These are by the same author and have roughly the same content, but the first is more of a quick reference (and does not include a section on V.Waltz). You can also look up the same content on Ballroom Guide's workshop page for free.
I used to do competitive international Latin and had the whole tanning thing down. The best tanning product that I've found that is also the best value is st. Moriz that you can buy on Amazon. It is a knock off the San tropez foam but works amazingly, it gets you brown rather than orange. Do 2-3 layers for competition, even though after one you'll see a difference. It washes off easily too and leaves a natural looking tan. I'd recommend you do 2 layers that you shower off after some time that it soaks in and the morning of your competition apply another layer that you won't wash off until after the competition.

Zip ties are generally one size fits all. How young of a boy are we talking about?
Also, making this is about as easy of a craft project as there is. You need probably 100 stones, some E-6000, and a wax tipped application tool. You put a small dot of glue on, then push the stone on, and repeat until finished. Don't worry too much if it looks a little funny close up, it'll look great on the dance floor under the lights.
My standard practice shoes are the brand Very Fine its one of the cheaper brands that still have a name. My other practice shoes have all been off-brand China cheapies and they're fine.
I've never had a brand of practice shoes last any longer than another (when considering the amount of time each individual pair has been danced in). But overall my shoes started lasting quite a while after I had multiple pairs.
Honestly I'd order something with prime and free returns like these:

This product is very useful for teaching proper frame. My ballroom dance club back in college had one (till someone took it home with them and never brought it back). It forcibly holds your arms up in a top line position giving you an isometric strengthening workout for your upper back muscles.
But, holding your arms up while keeping your shoulders down is only one part of a dancers frame.
The lead itself that the man gives to the lady comes from him shifting his weight in the direction that he wants her to move
Looks like this one, same ?
