The Eternity Saga seems to be the consensus "best" Doctor Strange story. If you want to hit the ground running, that's a good a place as any to start:

Great! There's a few series with the X-Factor title, the one that I talked about it is the second series. It's collected in a couple different sets of trade paperbacks, with X-Factor by Peter David: The Complete Collection Volume 1 probably being the best start. Unfortunately that "complete collection" trade set had poor sales and it only got 2 volumes (probably about half way through that series).
If I recall correctly those two volumes cover some of the biggest dramatic beats though. There's an older series of trades that cover the whole run in smaller volumes (I think about 22 of them?), but I believe it's out of print at the moment.

Around $25-30
I'm aware of the story of Wonder Woman's creation and the peculiarities of her creator. I read an entire book about it. I don't see how it's problematic at all these days.
