Get an SSD. That is going to improve performance so much. It's honestly the best bang for your buck upgrade. You can also always move the SSD to a new desktop or future laptop as well so it's not money wasted.
I have personally put SSDs in older laptops for my self and family and we've all been happy with the results. It makes the computer fast as far as load times and daily tasks go. It's not going to speed up heavy CPU intensive tasks. But if you watch videos, browse the internet, do simple things like that, it's night and day.

This is one I've bought 2 of so far. Great performance for the money and plenty of storage. Old spin type HDDs are such a huge bottle neck. Especially in laptops where they put slow spin HDDs to conserve battery usage.
Step 2 would be ram upgrade, but it's not going to be as dramatic as the SSD upgrade. If you have 4gb of ram just leave it be. If you find a good deal on a 4gb stick for like $20 or less on Facebook market or something like that I'd upgrade it. I wouldn't put a whole lot of money into the computer. The only reason I recommend the SSD is because traditional HDDs are such a huge bottleneck that once lifted , makes even an i3 shine. And like I mentioned earlier that SSD you can use in future computers.

A 24-pin connector isn't a fun one to mess with, but being able to custom wire your case exactly as you need it comes with some real benefits, and there are a surprising number of options for optimizing wire management.
TL;DR An extender will do the job fine, just not optimally, but if you're feeling adventurous then get a Molex crimp tool to make all the wiring just as you want it.

Depending on the slots still open on your computer you might be able to add a few more fans to the case which will help a bit to an extent.
I assume that's not the stock fan setup, but you could always look into putting a higher efficiency thermal paste on it to squeeze out a bit of extra heat reduction.
This might be a good choice if you go that route, supposedly it can reduce your temps by 2 degrees by itself through better thermal conduction.

Power is electricity, if the monitor can turn, it has power. If you bought the monitor without any cables whatsoever, then you'd probably need just a C13 Power Cable with a plug for your country - this is an example of an American one. The monitor you have has a built in power supply and can take wall voltage directly.
Except for number 2, All the above would connect via HDMI.
Get a SSD. Theyre alot faster and you can buy a 2.5 inch adapter and screw that ssd into that. Works great.

One caveat however, The GTX 970 has two 6-pin power connectors while the GTX 1070 has a single 8-pin power connector, so make sure your power supply has that connector or buy a 6-pin to 8-pin adapter*.

The graphics card would not fit, a low profile one should do the job like this one, it comes with a low profile bracket that should fit the case (if the case follows the same specifications). However, I am not entirely sure how much performance this card will offer.

Also a heads up, while the card itself does not have any supplementary power connectors, you could face issues like very often gpu crashes if the motherboard itself cannot supply enough power to the card (I've had experienced that with older systems in the past).
you can always get a "usb to sata" cable. It has both the power and data port.
If you want to keep everything interal, ebay has you covered. Usually a power connector connects to the PSU and it would have several power connectors branching out of that single cable.
Although, I recommend getting the splitter and using your existing cable to connect both hdd and sdd.
