This can be sewn on all in one and is much stronger. Just cut to size and machine stitch on using a zipper foot, or hand stitch if you have the patience.
I got the pattern from here - it's got all sizes from 18" waist (eek!) to 26" waist, and there's very clear instructions. It's a good pattern for using up odds and ends as each pattern piece is really small.
I have bought loads of things from that website and she's always been really good, although it's based in the UK so I don't know how well they ship internationally.

Corset liners help smooth things out a lot, and they prevent body oils and sweat from damaging your corset. I cannot tell if you are wearing one (sorry!), but I highly recommend them.

If you can only spend $50, you can't buy a tight-lacing capable corset for that much. You may however be able to make your own. See if your library has books like this
