It could be some sensitivity in the paws that is making digging uncomfortable but not necessarily painful. It could also be a urinary issue.

You said you have had your kitty for 3 years, has he ever used the litter box? Sometimes after declawing they use a different type of litter to help keep particles from getting stuck in the wounds. If he has never used the litter box it could also be a recognition problem. The type of litter they use after being declawed is usually a natural fiber of some sort that is largish pellets (relative to other litter).

If this is a new behavior I would recommend a vet to look at urinary issues or the paw health of your kitty. If this has been constant you might have to retrain him to use a litter box.

To retrain them you will need to keep a close eye on him for a few weeks. It works best if you can isolate them to a single room for a bit but if you have a small place then you will just have to keep a close eye. Remove anything that he has previously used to eliminate on and clean it with an enzymatic cleaner (don't replace it until after the training is over). Put the litter box where you will normally keep it (or in the room with the cat) and help encourage them to go there when you see them getting ready to go (usually cats go after playing or after eating but each is a little different). If they poop or urinate outside of the box, clean it immediately with the cleaner. It also helps if you can leave a little poo in the box to help them properly associate it with where to eliminate.

I would still strongly suggest talking to your vet, if you haven't already, before you start retraining. Even if this has been a long time thing you will still want to make sure all is healthy for the training.

I just had another thought though.. I wonder if the previous owner had one of those "potty patch" things. It's like a fake grass mat that is made for training and sometimes as a "potty" for dogs (and possibly cats) when they can't go outside or be walked frequently. They do sort of resemble a green fuzzy carpet patch.

We have the catit fountain and my cats love it. My little girl was putting her paws in it within minutes and our boy was terrified. For a while, he would get close and then hiss at it. My roommate’s cat has had fountains before so he started drinking from it immediately. I spent some time dipping my finger in it and letting our boy lick the water off. Now, my cats love it. They prefer to drink from the fountain more than a dish of water. I use it without the yellow center of the flower after some trial - my cats like being able to drink where the water bubbles in the center and from the streams down the petals.

My local shelter has larger water fountains that look more like these. If your cats really like faucets they may like this better. The Catit isn’t very loud/splashy.

Oh man, have I been there. One of my furballs was determined to pee out the side of the litterbox. Every. Single. Time. I fixed this by getting one of those dome-shaped litter boxes (like this: https://www.amazon.com/Booda-Dome-Cleanstep-Cat-Titanium/dp/B0002DH8L4) with a built-in stair case that leads into it. Now she has to walk inside the litter box in order to get to the litter, and she can't pee out the side.

If you don't suspect mobility problems, you might also try a litter box with a top-entry--enclosed on all sides, and the cat has to jump down into it to use it.

No :) the point of this is that it has sensors so the cat doesn’t associate you with anything negative!
