The pattern you posted is really similar, but the dress in your picture flares out a bit at the bottom. If it helps you, the fabric is likely a linen blend. Cotton gauze is similar in look and feel to linen, has nice stretch, and is usually quite inexpensive. I bought some here, it's like &5.50/yard, you'll want at least two, probably three.
How to add a cinched waist here. (your dress probably has a cord in the channel rather than elastic, it looks like)
