If you're looking to buy. I'd try this movie option. There's also the more traditional look. Either site would probably have wigs that would work. I can't imagine that a local halloween store wouldn't have something in stock as well.
If you're a sewer, there's a pattern here.

For hair you can get a green wig and glue in wavy strips of green cellophane, or maybe you can find some stringy plastic plants to stick in. It'll get the look across. I dunno how much you want to spend on boots, but maybe some cheap rainboots spray painted white? I also found these. Jacket is a bit harder, any jacket you already have might be fine. If you want something silver: maybe this, or this?
You're not going to find adult-size unitards for under $15/each, but amazon has (footless) red long underwear. Add red socks, and you'll be looking at more like $20 each, but still not too bad. :)

If you look down the page on the "frequently bought with" section you'll find other pieces of the costume, such as the hat.

Fpr the coat, I'd look at local thriftstores to see if there's something you can use. Otherwise a cloak is easy to find at a costume shop..
I think you'll want to go with EL tape, amazon has it decently cheap. Each piece will come with an inverter on each end, and you can cut it it half and have two working pieces. I'm sure you would be able to spirit gum it to yourself. EL wire wont get your effect fully since it is a lot thinner.
