She must pump, its' no more complex than that. It's a must.

So my wife had one of these. http://www.amazon.com/Medela-Pump-Style-Advanced-Breast/dp/B004HWXCJS/?tag=15615-20 Yes . . . it's expensive, but truly worth it. With a cigarette lighter attachment, it's a beautiful thing.

Along with it she had nursing bra's that zipped.

She'd latch on the pump then zip the bra to hold the pump in place, then would be completely hands-free for :20

And if by "busy" you mean "has a job", then I would hope that she would be able to sit in a bathroom or unused office somewhere for :20 and pump while reading things relevant to work on her phone or tablet.

Pumping 4x a day will absolutely keep here supply and size up. But it will only last a few months before supply starts to fall off and no amount of pumping will bring it back. within a year/year and a half, she'll be all deflated and empty anyway.

There was a similar setup a few years back, but they weren't so estheticly designed. They did, however, use typical storage bags, so that expense was much less. You want to get 2 sets of the TENS pads meant for around nipples, usually shaped like ( ). There's some relatively inexpensive ones that snap into a circle with a bit of cone to it, electrodes on either side, and they go under a bra really well.

You're going to want to set highest frequency, longest pulse width, and scale up the power very very slowly at first. Ideally, something that does a burst mode so it mimics sucking.

I personally use an Ultima 5 along with these type of pads though I have to use adapter leads.

Big thing about tens and upper body, it's a bad idea to attach + on one side of the body cavity and the - on the other, especially around the heart. You want to stick to dual electrodes. Butterfly electrodes work in a pinch.
Try not to place anything over the nipple itself. It's painful, and your nipples WILL get erect, pushing the pad up, making bad contact, and if the power's too high, it can lead to burns. Trust me, bad juju.

Stick with something you can control easily and slowly work up the power on, and she'll get there.
If you need an extra push, research domperidone. When I induce, all I've done in the past was domperidone and TENS. Once things got moving, then regular expression did the trick. I love my TENS unit and use it daily. Any questions, just ask.

Since you can't pump as much, my guess is that you are in a working environment most of your day. In that case you will need something portable and small, that can work with batteries. You will also need smaller electrode pads (unless you have very big breasts), and you should start with lower intensity levels. The idea is to use a setting that is tolerable for 30 minutes or so, and repeat sessions 3 or 4 times during your work day (remember, it's always more desirable to do many short 20-30 minute sessions separated by at least 1 and half hours, than a very long sessions once a day). The idea of TENS unit is to simulate a baby suckling (stimulation wise), and the pads should be used near the nipple, around the areola. Something like this would do the trick just fine. https://www.amazon.com/Cleared-Rechargeable-Machine-Electric-Massager/dp/B01D11VV8Y/ref=sr_1_11_s_it?s=hpc&ie=UTF8&qid=1482332588&sr=1-11&keywords=tens&th=1
