No, that PC is not enough to run Rust.
I see your budget appears to be very low, I'll give you a better suggestion.
At your price range, I'd suggest buying an older prebuilt, (sometimes colleges give their old PC's away for ridiculously cheap prices. You might be able to snag one there) but I'll give you a link to Amazon for one.
I would get this as it has an older I5, which even given its age, should do fine for Rust, and then upgrade it to suit your needs.
You also want 16GB of RAM if possible. The game has frequent stuttering on 8GB or even 12GB
This would probably be a good option, overclock it if possible
You're going to need a GPU. If you want to play it safe and go brand new. An RX 580 would be just fine for playing this game, hell you could probably do fine with a worse GPU. They regularly go on sale for under $200. $200 should be the absolute maximum you buy this card for.
If you have to go used, I'd suggest a GTX 770 if you want to save a bit of cash. The card should also be just fine for Rust, I'd try to snag anything used from the U.S to reduce the odds of being scammed (It's a huge business in cards made in the China area, unfortunately)
The last thing you will need is a new Power Supply, as the one that comes with the prebuilt sucks.
This Specific Power Supply should do you just fine. EVGA makes some of the best stuff out there when it comes to a power supply.

If you don't feel qualified to do any of the modifications to the PC required, just look up how to do it. There are plenty of great guides out there for that sort of thing. Shoot me a DM if you want to know anything else.
I'll go from cheapest to most expensive here:
Audio-Technica ATH-MSR7GM - $199
AKG K702 - $232 (I have the older version of these, the K701s, and they've been going strong for ~8 years. Can't recommend them enough.)
HIFIMAN HE-400I - $249
Sony MDR1A - $298
Monoprice Monolith M1060 - $299
Sennheiser HD 650 - $315.99
AKG K712 - $379
Most of these headphones will really shine with a little headphone amp to give them a bit more power than your computer or phone's audio output can deliver. Something like a FiiO E10k works amazing. Or the FiiO A3 for a portable solution. Or if you want something that looks a bit sexier and is more of a stay on your desk kind of thing, you can go for something like this or this. Either way, any of these headphones will blow your Bose cans away no question - like not even in the same league of sound quality.
Definitely not running rust on an integrated GPU. You'll need at least 8gb of ram and I would recommend a GTX 1060. you might be able to get by with a 1050 on potato quality. For a gaming laptop I would recommend the Acer Helios 300. Probably the single best bang-for-your-buck gaming laptop.
Here's a pretty god tier CPU, not sure if it matches though you'll definitely want to double check! If you tell me your chipset I can tell you for sure.

If you do get it, I'd love you hear what you think of it.
These features are NOT features of the game, pleb! Like you know what time is wasted because all I know you might be the guy that simply wants the yet another op thing which will make it so much fun, yet again so pointless in the game. How about we tone down the judgemental thinking and take a chill pill before writing a reddit comment, calling someone a pleb for wanting something reasonable, ok?
Here is a good deal for you.

He's not talking about Tic-Tacs or metal pin "Tacks" LOL
It seems ur looking for a laptop if I am correct. For that the best deal for your budget right now is a predator Helios 300 (2019) if you are in a sales tax state that will bring it right around your budget. The only problem is the 250gb ssd can be small if you keep a lot of games downloaded however the laptop does have an 2.5 in expansion slot if you need more room in the future
Amazon link Acer Predator Helios 300 Gaming Laptop PC, 15.6" Full HD 144Hz 3ms IPS Display, Intel i7-9750H, GTX 1660 Ti 6GB, 16GB DDR4, 256GB PCIe NVMe SSD, Backlit Keyboard, PH315-52-78VL https://www.amazon.com/dp/B07QXLFLXT/ref=cm_sw_r_cp_api_i_nBqlDb4C4NSB8
It's funny that you say that, because I have one of these, although I haven't used it for Rust yet.

Get another stick of DDR4 ram dude. Preferably with matching clock speed and bandwidth as the one you have currently. Also, your CPU is a little dated, you’ll most likely need a new mobo with a more current chipset to support current gen CPU.
SSD's are not that expensive you can get 125GB or 250GB one which are not too expenisve and you load the game in 3-4 mins
Heres a Kingston SSD for $21.99 (120GB)
https://www.amazon.com/Kingston-240GB-Solid-SA400S37-240G/dp/B01N5IB20Q?th=1&psc=1
You can get cheaper ones easily, I use that SSD but 250GB for $31.99 and have Windows running on it and several games like Rust or Battlefield 4

need to use hardware like a cheap mixer with FX or a synthesizer
software sucks and doesn't work
like one of these https://www.youtube.com/watch?v=H6TWbdenxO0
or these https://www.amazon.com/Behringer-Premium-10-Input-Multi-Fx-Processor/dp/B000J5SYPY/
needs a real microphone too with xlr or 1/4" not a cheap headset mic
I don't think you have to worry too much about damage, just get msi afterburner or something and setup a good auto fan. If it starts to get too hot get one of those fans you can set it on I had one for my laptop before I got a pc. I just looked it up and found the exact one http://www.amazon.com/Laptop-Notebook-Cool-Pad-Fans/dp/B001B077PO you may want one without the led.
Only one thing missing. RIP
