I don't know about any Great British places to shop but I do know that on Amazon I got a set of tapers in increasing size that I used that also came with plugs in corresponding sizes. Something like this is great because until you get to the size you want to be you probably won't be buying a whole lot of jewelry. The main thing is find out what size he starting at and go from there also tell him to read guides online and how to safely stretch and not go too quickly.

What kind of tape are you guys using? I started using tape to get from 1g to 0g and 0g to 00g(current). going from 4g>2g was hard with tappers, but the key is just to wait. I waited at least 1 month between each size. When I used tape for 1g>0g>00g I waited two weeks before I added each 2 inch strip of bondage tape. Yes bondage tape, its non-adhesive, so it doesn't gunk up your ears and it is supper thin, so you can add small amounts at once to your ears. Slow stretch=the way to go. 3)Do not use acrylic please don't I use hematite and glass plugs to size up exclusively (I like the weight in hematite and it's relatively cheap) If you cannot afford either then steel is acceptable as long as its surgical grade. You can use other types of steel but be warned things may not go as planned also tapers to the side start now with dead stretching and it'll be much easier when you finish and get to your goal size.
