May I suggest the the AsRock B450 Pro4. Cheap board with passive cooling for some parts on the motherboard. May I recommend the AsRock B450 Pro4. Cheap board that has spme passive cooling on motherboard parts. https://www.newegg.com/global/nl-en/p/N82E16813157841
As for an ATX case the Fractal design focus G is a nice budget option that somes with two fans, good airflow and dust filters.https://www.amazon.com/Fractal-Design-FD-CA-Focus-WT-W-Computer-Renewed/dp/B07QMZFLWY/ref=mp_s_a_1_16?keywords=fractal+design+focus+g&qid=1564389547&s=gateway&sprefix=fractal+design&sr=8-16 I personally have a micro atx build with the fractal design focus g mini and it works like a charm.
Many B450 motherboards have some RAM overclocking options and I think if you're up.tp it you can save.some money buying. Low latency but lower speed RAM to overclock. 2nd gen Ryzen can go up to 3200Mhz(Itvs what I got my ryzen 7 2700 have going on. If you're willing to overclock this one would work great. https://tweakers.net/pricewatch/458092/g-punt-skill-ripjaws-v-f4-2133c15d-16gvr.html if not something like this would do well https://tweakers.net/pricewatch/472733/g-punt-skill-ripjaws-4-f4-3000c15d-16grk.html (I got these). I hope that helps.

3600X for $200. Get it and be happy. Should play nice with existing mobo, though it would certainly appreciate some faster RAM (3200 min, 3600 preferred). Even with your current RAM it'll smoke that 1400 like a cheap cigar. 1400's barely faster than an i7-4770 from 6+ years ago.

Your GPU is a big limiting factor though, if money's limited upgrade that first. I'd swap it for a 1660 Super personally; sell it for $80 or so and you're in the same general price range as your CPU upgrade.

Sounds like a good idea to me, although I would recommend getting a proper 16GB kit - RAM can vary slightly from batch to batch, so it's usually best to get RAM manufactured at the same time / at the same factory, and getting a kit will avoid any potential issues you might have there.

I'd also recommend this kit, it's good value for the price.

Well, glad I decided to avoid it! I ended up going with this, though I didn't really research if it was better. Hopefully so!

I guess it will cost more than £470, https://www.amazon.co.uk/AMD-Ryzen-3900X-Processor-Cache/dp/B07SXMZLP9/ref=sr_1_2?keywords=3950x&qid=1572975491&s=computers&sr=1-2
it will certainly catch up as a flagship cpu.
I think most people focus on 3600's class and price range.

I had the exact same problem. I bought the Arctic Freezer 34 esport Duo and now im idle at 30C and gaming at 55C
