Okay well firstly I'd look into a 6gb rx580 radeon graphics card, they run about £150, maybe an ssd for faster boot ups? £50 for a 250-500gb, that leaves £200 for processor, but tbh I have seen that the motherboard seems to be the inhibiting factor now, because of the am3+ chipset, you cant put something bigger in it from what I could see, btw really good time to buy a graphics card on amazon right now, there in sale.

It's a level up from the graphics card I suggested for £20 extra, check to see if your power supply has enough pins for it, should a 8pin and a 6pin, if not, you could get a "molex" adapter and Jerry rig it to power the thing lol

Using a can of compressed air on the fans, and getting a cooling pad should help! My laptop's hardrive failed on me and I was seeing crazy temperatures, I changed the drive and got a cooling pad for $25-- Saw temperatures drop from 60°C to 40°C (~140°F-110°F) Linked the amazon store page below for ya.
