According to this book (A History of Cycling in 100 Objects by Suze Clemitson, page 74) - https://www.amazon.com/History-Cycling-100-Objects/dp/1472918886 - this was most popular in the Alps and Pyrenees to provide quick insulation on the descent at the chilly high-altitude temperatures. In recent years it's been mostly a nod to tradition, with high-tech materials providing sufficient insulation and I imagine higher average temperatures because of climate change eliminating the desire for newspaper-based insulation.

I found the book Tour Fever: The Armchair Cyclist's Guide to the Tour de France immensely helpful. I borrowed it from my local library but I'm thinking of purchasing it so I have it handy.

Highlights, yes, but a crap load of Jonathan Mellow's finest.
