I'm not sure if you're serious or not, but two Vive wands and the single Light House you need so you can use them as hands in game are $129.99x2+ $134.99 which comes to $394.97. (Yes, it's absurd, which is why people rarely by them on their own)
Or you could buy a Certified pre-owned Vive, with all of that and an extra Light house, and an HMD for $399 and just play it in VR
Or you could buy a Rift S New for $399 and just play it in VR
Or you could just by a Samsun Odyssey+ for $250 and just play it in VR.
If your video card isn't up to snuff, buy a GTX1060 for $190 and sell your old card for what ever you can get.

This would do the job. You might be able to find cheaper, I didn't do much research.
Minimum specs are 1060 + 12gb ram so 2080 +16gigs should handle it like a champ.

You can add the Steam Controller to your cart and purchase through the Steam Application, which in turn allows reviewing. The HTC VIVE however does not have an add to cart feature on the page which is why you cannot review the product on the Steam Application.
