had a similar issue, i'm also size 13 and eventually decided mine fit right so i'm not going to do anything. Another option for getting the right fit are shoe tongue pads. You apply them to the inside of the shoes' tongues so they press down on your instep. I find them useful when I don't want to put extra insoles in my feet but still want to push back into the heel a little.

Tongue pads might be what you are looking for. Not sure if these are thick enough to accommodate that much of a size problem.
My heel was slipping pretty badly out of my RW 875s and per GYWs suggestion, I tried insoles. It helped tremendously! Now the issue, however, is that my toes are crunched. So I really see three options:
