I have one of these. It was the first thjng I bought totry go connect mg ps2 to mh computer monitor. It didnt do anything. And thinking about it now Im not sure even what its supposed to do or how it would do it. I eventually had to get a video signal converter.

The cheapest things that will do what you are looking for is something like this, but it's going to look pretty bad, especially if you are using composite out. The XRGB Framemeister that /u/adolfdisney mentioned is probably the best product out there, but also quite expensive. Check out http://retrogaming.hazard-city.de/ for a bunch of information and reviews of scalers and deinterlacers that will do what you are looking for.

EDIT: Forgot to mention, for pretty much any high quality scaler you will need RGB output from your SNES (either SCART or RGBS), which will require buying or making a cable. If you stick to the basic composite output, you may not see much of a difference between the cheapest and most expensive scalers.

You can buy these little boxes that convert a composite signal to VGA:

You still need to plugin audio to some kind of speakers to get sound though, and I'm not entirely sure how good the video quality will be, but at least you'll be able to play.

I think it's designed for a device that has a VGA port that can be set to also output analogue video (e.g. a laptop) - it's a non-standard use of the port, in the same way that some video cards can support outputting HDMI sound through a DVI port using an array of non-standard converters.

I also have one of those and it works OK, certainly not bad for the price! The only issue is a bit of motion judder as I'm in a PAL region so the PS2 is outputting 50Hz signals and the converter only outputs 60Hz.
