We found 8 Reddit comments about ARCTIC Accelero S3 - Passive Graphics Card Cooler with Back Plate Cooler - Multi Compatible to AMD and NVIDIA. Here are the top ones, ranked by their Reddit score.
HIGH-END PASSIVE COOLING: The Accelero S3 further improved the outstanding results of the S1 PLUS. Thanks to its patented heatsink design, the Accelero S3 is capable to cool even demanding graphics cards of the calibre of an R7-260X or a GTX 660 entirely passive.BACKSIDE COOLER FOR HIGHEST EFFICIENCY: ARCTIC has developed and patented a back side cooler for previously unknown VRM and RAM cooling performance.Voltage Regulator ICs are heating up the complete board to a level which is not just for the ICs itself dangerous, but mainly lowers the service life of other components dramatically. Our patented back-side cooler keeps the board and all components around the GPU on low temperature.COMPLETE SILENCE: Silence enthusiasts will definitely love the Accelero S3. As a passive cooler, it is completely noise-free while keeping the graphics card working under reasonable temperature.MULTI-COMPATIBILITY: The Accelero S3 features a versatile, problem free mounting system that allows this cooler to be the most compatible yet.INSTALLATION WITHOUT THERMAL GLUE: Up to now the meticulous work of attaching different heatsinks with thermal glue was necessary. Thanks to the innovative back side plate this is a thing of the past. Without any thermal glue the graphics card can be returned to its original condition any time without leaving marks or residues.
You can get a cheap heatsink like this one, attach some extra fans you have lying around and it will work. Will also give you lower temps than before https://www.amazon.com/ARCTIC-Accelero-S3-Graphics-Compatible/dp/B00RVAEI1E/ref=sr_1_12?ie=UTF8&qid=1524727154&sr=8-12&keywords=graphics+card+heatsink
They also come with fans for a bit more https://www.amazon.com/ARCTIC-Accelero-Graphics-Efficient-DCACO-V820001-GBA01/dp/B00IEO8H22/ref=sr_1_2?ie=UTF8&qid=1524727154&sr=8-2&keywords=graphics+card+heatsink
Installation is pretty straightforward and simple too. I personally tied that shit with zipties until it stopped rattling and worked like a charm.
What you are looking for is the amount of heatpipes. 4 and 5 is good. 3 and below is on the low side and not recommended and will cause overheating.
I'm assuming they came with fans and he used something like this.
Otherwise you could get one of these arctic heatsink and I'll ship you a nice noctua fan. Would cool it very well for 50 bucks

I bought this:

with two Corsair SP120's to feed it air. I have two non PWM noctuas pointed at my GPU right now but they aren't perfect and the MSI Armor cooler (which is terrible) gets in the way of the quiet fans. I'm hoping to drop overall system temps and end up with a mostly passive system.
Probably not replaceable, but you can get separate aftermarket coolers for them like this one, which is actually fanless.
As far as I am aware, there are no passively cooled modern graphics cards. You would need to install an aftermarket heatsink (like this, don't actually use that one as it doesn't work with any recent hardware) on your own.
A much easier solution would be to grab a card with a good cooling set up and get a case with noise dampening foam.

You're gonna have to check to see if your store has any. I bought the only two at New Jersey/Paterson. Otherwise yeah, ten whole dollars.
From the looks of it the Accelero S3 comes with a backplate cooler for the card too. It's $30 on amazon:

Here's what I'd do if I were you:
If you really want quiet, the Arctic Accelro S3 is going to be your best bet at $30 for silent cooling.
