I have done a bottle packaging project before and I actually needed to label my bottle and was frustrated with the cost of having a single bottle printed at a production line (who has money for that, right?). So I took to what I knew: basic arts and crafts. I ordered some inkjet transparency sheets (they're cheap on eBay), printed my labels on them (remember, printers don't have white, so plan accordingly), wrapped the sheet around my bottle, and super-glued the label on the bottle. You can always opt-out for the self-stick transparency sheets, but I like doing it the hard way. Sure, it wasn't perfect, but damn well it was one of the nicer presentations in my class. And it doesn't have to be perfect; nothing's ever perfect anyway. If anything, there's Photoshop and I can retouch it before I post it up in my portfolio. Anyway, the point is, get down and dirty with some cheap arts and crafts supplies, it goes a long way. Hope that helps you out. :)

Vinyl overlay on an LED battery powered closet light.

EDIT: Of course you'd have to size the arc image appropriately to the size of the closet lamp. That was the first closet lamp I saw with a frosted cover, and it may be worthwhile to find one thats not so rounded (less like a dome).
EDIT 2: double check the diameter of the light. Thought I had seen some dimensions making it look like a good choice, but could be wrong.

It's some kind of decal/sticker paper. Probably something a little like this:

Couldn't hurt to drop a comment on that Youtube video and ask the creator what exactly it is and where they got it from.
