First: Get RAM to 16 gigs. It'll help with overall speed, switching between applications, multi tasking, etc. I would get 2 more sticks of 4gig of the same model that you have, if you can find it. If not, get a 2x8gig kit. You could be cheeky and have a 24gig set up. This should be an $80 upgrade.
I will note, with some kits, it's actually cheaper to order 2 separate 4gig kits (each at ~$30), rather than a single purchase of a 2x4gig (~$80). Just to keep in mind.

Upgrade graphics card to 1060 (6g) or 20xx or radeon equivalent, best that budget allows. This will give the biggest kick to game performance. This will be a $200 upgrade.
That CPU is a lovely piece of hardware, and the only reason why I 'upgraded' from it to a 7600k was so my friend could have my old computer. He's rocking a similar set up, with 16gigs and a 1070, runs everything high settings at 1080p60fps.

The reviews for that case didn't look that bad to me, 300 reviews on newegg and 4 of 5 eggs/4 stars on amazon. It's a $30 case as long as you don't expect too much it should be fine.
450w is definitely more than you need, but I'd be wary about whatever is bundled with the case, they don't even say what brand the thing is. You don't want a terrible power supply frying your other components when it fails.

Can you answer one more question on RAM for me? I found this item on Amazon, which as you can see has my PC in question in the title, but I also found this one which looks similar but is fourteen dollars cheaper -- are they different? Would the cheaper one work?

Update This guy is really looking to sell. He is willing to settle for $725 with the 8 gbs of ram included. Ill be checking out the computer this afternoon. If you read this in time, do you have any recommendations for buying used computers? I figure finding a good benchmark tester would be key but don't know which one to choose from.
So I'm reading that the memory in the computer is PC3-10600 DDR3-1333 non-ECC unbuffered. Am I limited to this specific type? Could I maybe use two of these?

Crucial 2x2gb kit, 1866 but I've ran it at 1333 for a while. It was meant for an APU system but I switched to an intel with dedicated graphics. I'd be adding either this 8gb Ram stick or this 4Gb Ram stick
There is only 1 Crucial Ballistic sport stick that stopped working, and I only replaced that one.
I originally had two 4GB sticks, but one broke, which ended up being the newest one I got.
I've been monitoring my CPU temps and it has climbed over 70 degrees Celsius under load, so it's definitely time to replace the cpu cooler.
I don't think the PSU is bad though because I never experience shutdowns unless my CPU is under load.
I'll check amd overdrive and make sure it is reset to default and not overclocking anything.

Got to start some where! It doesn't matter how you game just matters that you enjoy it. So if it works for you then go for it.
Everything sounds great. Make sure you get a good PSU. I know budget is tight but if you keep watch with rebates those corsairs builder series can be like $30-35. A decent 500w major label PSU will last you. Same with the case, get something that doesn't limit you on upgrading. Hard drive, shoot you can usually scavenge one of those out of the trash. Literally. Only thing is with Ryzen out prices are getting a little weird.
Like you could do this amd A series which is kind of cool how it works. the motherboards are reasonable too. Single 4gb stick (so you can upgrade to 8gb later). Then just skip the graphics card for now, and give you time to save up. I built a microatx for my parents home office, and my nephew has no problem playing modern games on it. Star Wars and Terraria and some need for speed game. All with out a discrete graphics card. Sure its not 60fps 1080p at max settings. But its stable and enough for medium to sometimes high settings at a very playable frame rate.
You can see in these pictures that the ATX board you chose is not much different from the Micro ATX board in terms of the GPU blocking ports.

The G3258 is a new processor, but you should get a motherboard with a new enough BIOS. I work retail and the latest batches we've been getting all work with the G3258.
With that budget, the only alternative I see is the AM1 platform:

It uses less energy, has more cores and is a bit cheaper, but it does not have to be the better option as its single thread performance is worse. You'd have to test whether it is good enough for what you will do with it.
