You can get a pretty good quality machine starting at $500. they just keep going up from there. if it were me, I'd want either a Breville dual pump semi-auto, or this Pasquini and grinder combo
I myself have a Rancilio Silvia and think it's fantastic.

The Breville Dual Boiler machine gets some pretty good reviews. The dual boiler will give you all the oomph you need for steaming milk to your satisfaction and the semi-automatic functionality of the machine will give you the control over the shot you are looking for.
You won't be able to make regular brewed coffee like you would using your Jura, but you can make an Americano which is close enough for government work.
