There is a lot within that price range that will give you a good quality, but also remember that there are other things you will need to go with the mic. Generally, I recommend the MXL V67G, Behringer UM2, XLR cable, pop filter, shock mount, and mic stand, but that's also for about the cheapest setup that will still give professional audio. One thin you could do is go with that (or a similar setup) and either save the rest of the money or use it for acoustic treatment, or use it for a DAW (Audacity is free, but I prefer Reaper which costs ~$60). You could also go with a somewhat more expensive mic, like the Lewitt LCT 240 Pro or CAD GXL2200.

Personally, I would recommend getting the cheaper setup and putting the extra budgeted money toward vocal coaching or acting classes, as learning to use your voice to its fullest extent will help you go the farther in your career than having the best gear. If the training is going to be out of budget for a while, the next thing I would recommend would be to get more acoustic treatment for your recording space. It can be improvised without costing much (if any) but having more treatment means you can have a bigger and more comfortable recording space.

If you are interested this is the mic I am looking to buy. Obviously haven't purchased it so I can't give you a great review but it seems great for the price.

For interface the obvious choice should be UMC404HD.

For a mic im told that CAD gxl2200 should be good.

For a DAW I suggest reaper.fm. It is cheap and has an unlimited demo and performs exceptionally well.

Sure! The mic is a CAD GXL2200 plugged into a Scarlett 2i2. The cable running between the two is an XLR cable. It plugs into the bottom of the mic and runs into the front of the 2i2. From there, I can adjust the gain (volume) of the microphone. The 2i2 is plugged into my PC via a simple USB 2.0 cable on the back, unfortunately not pictured. It works like a regular audio device from there. This is what it looks like in Windows when it's plugged in. Any other questions, feel free to ask!
