I've lived in Portland for ~25 years and I haven't owned an actual winter coat since I was a kid.
I just layer up depending on conditions. On truly cold days I'll do long sleeve shirt + vest + shell/lightweight jacket + gloves + hat. Works well enough as long as you aren't trekking several miles or more.
