I've lived in Portland for ~25 years and I haven't owned an actual winter coat since I was a kid.
I just layer up depending on conditions. On truly cold days I'll do long sleeve shirt + vest + shell/lightweight jacket + gloves + hat. Works well enough as long as you aren't trekking several miles or more.
Columbia is great if you want an inexpensive (~$25) vest to layer underneath your lightweight jacket:

I like these hats; they're super warm and inexpensive. Just get a seam ripper so you can remove the (IMO) unsightly logo tag:
