If you haven't bought it already here is 4 GB of ram and 8GB of RAM and thanks in advance for buying through the link.

You'll have to go the G4560 route with this. Anyway, here's my suggestion:

Intel Pentium G4560 Processor - Rs. 6,199/-

MSI H110M PRO-VH Plus Mobo - Rs. 3,900/-

Crucial 4GB 2133MHz RAM - Rs. 2,199/-

Asus GTX 1050 Ti 4GB Phoenix GPU - Rs. 11,400/-

Toshiba 500GB HDD - Rs. 2,930/-

Antec BP450PS 450W PSU - Rs. 2,170/-

Circle Elite Cabinet - Rs. 1,760/-

Total cost is about Rs. 500 more than your budget, at Rs. 30,558/-. The cabinet comes with a PSU but I'd rather not use that. With another 2.2k you could go for 8GB of RAM. Then you shld be able to handle even recent(ish) games at medium(ish?) settings.

If you absolutely must stick to 30k, then you can opt for the MSI GTX 1050 at Rs. 9,600/- rather than the Ti version, which will bring your cost down to Rs. 28,758/-. Alternatively you could wait for the 4560 to come back into stock at PrimeABGB at Rs. 4,649/-, which would bring total cost down to Rs. 29,008/-. Though the price may change once/if it comes back.

EDIT: Found a no-name cheaper case at Rs. 1,200/-. Now your build is at Rs. 29,998/-.

You already have some parts, or is that 200€ with case and HDD?

The A8-7600 should be a good fit for what you need. it support explicitly h265, see https://www.guru3d.com/articles-pages/amd-a8-7600-apu-review,3.html and the subsequent benchmarks.

The psu could be replaced with a Pico-PSU, but that won't be much cheaper.

It might have somewhat better single core performance, but both are enough for everything up to dolphin, and neither of the two is powerful enough for 3DS/WiiU, so I'd just go for the overall better cpu which would be the g4560 IMO

EDIT: just do not ever buy the 710 btw. It is hopelessly underpowered, even for the low price, and will perform similarly to the iGPU of the g4560. Just use that until you saved enough money for something like a gtx 1050 or RX460(or RX560 when that comes out in a little while) and you will have waaaay more value for your money

EDIT 2: https://www.youtube.com/watch?v=Z6VPo09ore8&ab_channel=Rukio-HighTechFR - gt710 vs rx460 to give you an idea. The gt710 is essentially useless for modern games, while the rx460 can run them fairly well on lower settings

EDIT 3: go for DDR4. Also, the PSU included in the case is really dodgy, so while you will probably be fine with such low-power parts, something from a more reputable brand really can't hurt

$100 difference? Where do you see that? Should be $25-50 upgrade. Also to confirm, the RAM is upgradable.
