Best time to use them is after an event, they usually have a time period with a guaranteed SR if you do a 10+1 draw.

Every card has a leader skill, which is a multiplier for your stats. Some cards have score-up abilities, but it's RNG and based on a static amount. Check the wiki out yo.
The only people with solo parts in Bokura no Live are Honoka, Kotori (in her lower voice), and Eri. I'm not quite sure when that is, but I'll find out. EDIT: Okay, found a video, part around 117 is Honoka's voice. (For those that are interested, Nitta Emi's single debut comes out in a month)
