Generally, they'd use an evacuation chair.

Although, if a building doesn't have them or nobody knows how to use them, then they get assisted by other people evacuating or emergency personnel will enter to assist them if they can.

This is also why many offices tell people with some kind of handicap which affects their ability to move around to inform a designated employee. That employee is generally the one that's responsible for maintaining a list of where those people would be located to give to emergency responders.
