They make suit bags that fit underneath the seat now, which fixes the problem unless you have a bulkhead seat.
Personally I always travel with a carryon that fits under the seat so I never have to worry about bin space. This gym bag with wet pocket has served me well for several years and fits a lot more than it looks.
I really like my Everest, which I heard about from Wirecutter. It's got enough pockets, easy to clean, and a separate compartment for my smelly shoes. $25.00
