There is really not that much of a difference between costs of capture devices. Most 480p quality devices cost around $50 and devices that supports 720p or better quality always hang around the $200 price. I highly recommend getting an HD PVR because it's the cheapest HD device available and since they're the most common bought, you'll be able to easily find tutorials online in how to set up or fix any problems you might have

I have never used it myself but I don't think you can get it any more. Any download link I find for it redirects to Final Cut X not Express. FCP X is like $300 and for that price you would be better off going with Adobe Premiere.

Although he maybe able to find a "free" version somewhere, but I haven't checked.

But I still think Adobe Premiere is the best bet since Final Cut Express is still around $180 and you can get Premiere at $20 a month.
