IR/Thermal scopes/monoculars are extremely expensive. The best ones on the market are almost ten thousand dollars https://www.youtube.com/watch?v=o200rCT2Io0 The budget ones run around 1,500, to 2 grand and they have low sensor resolution, such as 320x240 sensors. You'd need something like this: https://www.amazon.com/FLIR-Command-640x480-Thermal-Bi-ocular/dp/B007SYKFYW/ref=sr_1_10?keywords=flir+thermal+binocular&qid=1562625130&s=gateway&sr=8-10 which costs like five grand. For $500 the sensor resolution would be too low to identify anything further than a hundred yards, or so. So, no it's cost prohibitive.
