Couple responses for you:

If you were to purchase a heavy-duty anti-metal NFC tag, the aluminum would not block the tag being written/read. Something like this maybe.(http://www.amazon.com/Blank-White--Metal-NFC-Sticker/dp/B00TRL774A/ref=sr_1_46?s=wireless&ie=UTF8&qid=1425246597&sr=1-46)
Now that solves the metal problem (metal messes with the frequency tags operate in), but laying the tag in cement may create another problem. The range of an NFC tag is usually a few mm, that's why it is a 'touch' technology. You might run in to errors burying a tag too deep in cement. This is something you might want to buy a few tags for, and test.

As for compatibility, pretty much any NTAG chip is compatible with all devices. Phones have sensors in different areas, but the NXP regulations that NTAG follows make them the most universal.

Lifespan, usually tags are guaranteed for 10,000 read/writes. As this is a pretty large value, I wouldn't be too worried about deploying them permanently. As for security, if you 'lock' the NFC tag after being written, the tag can never be written to again. This is the most practical use for NFC tags, as you want to deploy them in the real world and not have hooligans change their action.
