I got a cheap-ish no-name vest from my local fitness store about 7 years ago, has 1lb sandbags that go into pockets for adjusting from 2-40lbs. I don't use it every week, but the thing's held together just fine; they really don't get beat on unless you're trying to do something weird. Its design is similar to this one.

I've also worn this style and didn't like it as much since the short length made me feel top heavy, while the longer cut of my sand vest just makes me feel weighted, not off-balance.

I would definitely get a purpose built vest with adjust ability rather than trying to rig my own, but don't think you need to spend ridiculous amounts of money - and if you go to your local fitness shop you can ensure the fit is comfortable.

I have the HumanX 20lb vest - $75 from Amazon and it works just fine for me.
