To answer your question about a dupe for Fresh Soy Face Cleanser, I'd recommend Innisfree Jeju Bija Anti-trouble Cleansing Gel. It's low ph, gel consistency and does not foam. It's about $14 on Amazon so not too expensive imo

Alas, testing Cerave Hydrating Cleanser to repair my moisture barrier has not worked :( I absolutely love the way my face felt using it and I finally felt like I had smooth skin, BUT now I have whiteheads on my chin, upper lip, and on my forehead.

Any recommendations for low PH gentle second cleansers? Here's what I've already tried that has broken me out/irritated my skin:

I don't know, but I buy the minimum stuff from Amazon now since one of the sellers allows Amazon Prime. Looks like the same seller has the Bija gel too.
