Honestly, if you're not that great a shot, trimming an inch off your groups using better ammo isn't really productive. You'd be better served making some plinking ammo and getting more practice in on a regular basis.
That all being said, this is Reloaddit, so let's talk turkey.
A lot of this hinges on the gun you're using. If you're like me and shoot a lot of old surplus guns with shot out barrels, you're not gonna get any results for extra work. If you've got a half-way decent modern bolt action, though, you should see some improvement. Also, you're going to need to experiment with different bullet weights, designs, and powders. You won't see any differences if you never try something new, no matter how methodical you are in your process.
Your step by step is a mirror copy of my own method, except I wet tumble after depriming. Cleaner brass won't change anything, so you can keep on with your current cleaning method. You're not going to see any improvement on groups unless you start chasing minute details, the last most cost effective of which that produces anything noticeable is uniforming your flash holes using one of these. I've heard it's worth another 1/4inch at 100yards on some guns and calibers, and it's about the amount of improvement I saw when I started doing it to my plinking ammo.
Annealing depends on how much you work the brass. If you're shooting bolt action I'd recommend using a neck sizer only die instead of a full length resize. You will see your group sizes drop even more than flash hole uniforming from having fire-formed brass.
When you shoot, shoot from a bench and get a chronograph. The chrony data will tell you how consistently you are able to make a round identical to the next. Wild standard deviations means you're not being careful enough about powder charge or seating length.
TL;DR: Your process looks fine. Cleaner brass won't change anything, get more practice, and try some new powder/bullet combos. Don't worry about annealing, 308 brass is plentiful.
