It really does the trick, while my feet may have remained dry the boots would be entirely soaked so this has plenty of room to circulate air and it can also hold gloves.
If your work will allow, you can buy a boot and glove dryer. I have two of these, one at home and one at the office. They sufficiently dry my gloves and boots while at work (mostly) and don't actually consume too much electricity. The one at home also sits under my jacket hook, and the warm air helps dry that out too.
Plus as others have said, a waterproof overall works great. I bought a waterproof set at Aldi and honestly it works great. I can commute 45 minutes in the pissing down rain, I hang my waterproofs up in our shower room, my bike jacket and bottoms up in the courtroom, and my jeans + work gear underneath is dry.
