Then I'll elaborate.

...I don't, but I can definitely tell you missed the point.

That's the point. People will often point out the fact that often times, console gamers will spend money on consoles with each generation to keep up with the next. My point was that on PC, you'd likely have to spend money on hardware for similar reasoning. For example, even though you'd likely have to spend money going from one console to the next, a PC gamer would likely have to get a new GPU to keep up with DirectX, or at least to make sure they have a GPU than can handle new games on High settings.

Basically, you'd spend money to keep up with the games either way.

While monitoring temperatures is indeed something you can't do on a PS4, sure, you can put it on a cooling pad, which would help. Also, extra cooling fans for consoles exist

Mini ITX systems. Laptops. A closed-off, poorly ventilated room. PCs can have similar issues.

This part is about when I was taking the extreme of "never having to upgrade your PC's hardware," which isn't true. Either way, a console's OS is free too, so I guess this just means the two are pretty similar in that regard.

Yes. Because they don't have to. In your own words:

Because that's an option. Even if they make the consoles version less graphically intensive, this isn't something that has to carry to the PC. If they give you the option to tone down the graphics on your PCs to low quality, such as lower-res textures, they can just put the lower-res textures on the consoles. They can reduce the despawn limits and render distances, they can reduce the number of spawning NPCs in an area, they can reduce the particles-- they can lower what the console ports have to render without touching a single line of code, if the consoles are really holding them back. And again, they don't even have to go out of their way to do these things, because they often make these options for the PC ports.

Ignoring the fact that, again, they don't even have to make a console option, they could make the PC port as powerful as they want... for the most part. The "most part" will be addressed next.

If you can afford it. Want to really know what can hold devs back? Making sure their game can run on low-end PCs.

Low-end PCs are more numerous then even mid-tier gaming PCs. Devs have to keep that in mind, lest they reduce the number of people who can buy their game. Even if you want to talk about "low spec consoles," don't forget about devs having to keep in mind low end PCs.

By the way, the point was also that you can choose a more powerful console, just like you can choose a more powerful PC.
