The pen is not included, but it is ten dollars cheaper and is fulfilled by amazon. It being fulfilled by amazon is the main reason. That means you deal with them, so you get a full 1 year warranty and can deal with them if any problems, they are really good and understanding.
Anyway, I would suggest you give it a shot. I mean worst comes to worst if you buy the one fulfilled by amazon you will get a 30 day window to return it if you don't like it. Youll have to pay for shipping but the item is light so should be cheap enough. I don't think the fan is going to be a big issue. Sometimes I found my i5 annoying, but when I was using it in classes it was dead quiet, and the i3 while less capable should handle things you describe ok.
Although, considering you are looking into the i3 and the new pen, I don't really know why? The new pen will not give you all the new pressure levels, and I am not sure if it gives you tilt support (I think it might) but if you are just writing notes then you don't need that. I think the sp3 and 4 pens are great for note taking. Its only when you want to do art seriously that you want the 100$ pen. You could use that money to get:

And honestly I would be really happy with that set up and it is about the same price.
(keep in mind both of my surface link are products that are out of stock but they come back in stock in 3 and 5 days respectively)
EDIT: Btw another plus of going to the i5 I listed is you will get double the storage. But no pressure on your set of choices. Go with what works for you. :)
Yes, it is possible, not for $200. However, a refurb Surface Pro 3 i5 would be remotely close.
