To be honest it is kind of a gray area of the PEGI 18 vs the AO rating because of the following. Both AO and PEGI 18 are 18+, even though the PEGI 18 rating is only given on hard M/AO titles in Europe. But the one big differences it is not so blacklisted because unlike the ESRB system. PEGI 16 and 18 is handled much differently then the ESRB M and AO rating as follows. Many high level T rated games and low level M rated games often get PEGI 16, while PEGI 18 is hard M/AO titles in Europe equivalent. The same thing is also said on Germany USK system of the 16 and 18 rating just like Europe. But keep in note that Germany despite its infamous censorship practices on violence. CERO C is technically equivalent to both PEGI 16/USK 16. But for the ESRB side, it is either a hard T for many games with the age rating, but is also equivalent to low M for other titles. The Devil May Cry series is CERO C 15+ in Japan save for the infamous 2013 reboot being rated CERO D in censored form to avoid the infamous CERO Z rating for sales, but ESRB M 17+ in the US. This makes sense as the Devil May Cry outside of the infamous 2013 reboot being much tamer compared to many other M-rated games from the United States. And also Japan when it comes to occult/scary imagery is also more lenient due to cultural differences. CERO D is either a hard PEGI 16/USK 16, or a mid range M for games that are uncut. Though many hard CERO D games are in censored forum to avoid the infamous CERO Z rating. And CERO Z is hard M/AO equivalent, with the hard CERO Z games being in censored forum because of being banned in the uncut version.
