It depends on the store and what they have.
So in terms of starting, it will be easier and cheaper to get the trades:
(linking amazon so you know what to ask for and in case they don't have it at the local shop)
This will get you up to MMPR #16 I believe. This would mean you need to get the rest of MMPR and GO GO as well as the 2 MMPR annuals as regular issues.
Your local shop (if they are cool) will absolutely be able to help you out in finding the back issues (older issues of the series), and you will be able to set up a pull box, which is basically a subscription service for what ever comics you want so you can get them when they come out. Comics come out on Wed, and each of these series release a new issue once a month.

Again I would focus on MMPR and Go Go. Power Rangers Pink and PR vs. JL are non-canon for all of this stuff.

Here are some amazon links for some volumes that are up for pre-order.
They will get you up to MMPR #20 with the 2 annuals as well as well as the start of Go Go (not sure which issue though). But they come out in a few months and IDK how much you want to wait.

The first trade has been out since September, and the second trade is out in March. Amazon are reporting the third trade for release in June, but I don't know how accurate that date is.
