RX 590s are overpriced atm imo.
Price should be lowered to $185~ at the most, with free games.
Because GTX 1660 is $220 or less sometimes and it's faster.

If you must but what's wrong with the RX 580. I am upgrading TO an RX 570.

A lot of people are anxiously awaiting for their new Navi architecture to see some good GPU value again for the red team.
Now with your budget, if youre looking to buy new then [this monitor, which I believe is 144hz is only $239] (https://www.amazon.ca/dp/B0196FFU2C/?tag=pcp0f-20) + a used GTX 1070 or 980 Ti would be a good starting point. But remember, youre going to be bottlenecked heavily by your current processor. That means you could lose 15-30 FPS just by having that FX series processor, which may bottleneck you more than having a GTX 1070 +FX-8350 compared to a RX 580 + Ryzen 5 2600

Looking at the pictures of the pulse it looks to be a Nano card with a larger cooler.
You'll need to find a reference card if you want to use the EK kit.

I don't think this matters. If his budget is 400 dollars, he should really just spend the 400 dollars.
