This isn't the North Atlantic, but submarines played a fairly significant role in the Black Sea and Dardanelles. See if you can find Nekrasov's North of Gallipoli, which is probably the only English book covering in depth the Black Sea struggle between the Ottomans and the Russians. For the Dardanelles (as well as a more general history of the naval war as a whole), see Paul Halpern's A Naval History of World War I.
