Asian cotton pads, such as SELENA or Muji ones are quite different and don't tend to fuzz apart. I have cheapo ones from Daiso that aren't layered like these, and even they hold up much better than their Western counterpart. Have you tried?
There are also water activated cleansing cloths but those have their own stuff already so I'm not sure you'd want to use micellar water with those.
Love Olay's 4-in-1 towlettes -- it's what I use before or after the gym too. You just add water and it will remove your makeup well. Not sure
