My husband and I love when it rains in the parks, as all the families flee and we bolt through to find something with a shortened line. My guide to this: get a plastic drawstring backpack (or any material that dries quickly) and one or two OtterBox cases. Not the phone cases, the actual boxes that are fully waterproof. Don't close them fully, btw, if you're flying - they're so airtight and they are almost impossible to open once the air pressure has squeezed them further shut. Keep them unlocked until you're on the ground.
With that gear, you can store phones, keys, a wallet (I always use a super thing one for vacation, anyway), and some random stuff and stay dry when the heavens open. I'm also one of those crazies wearing watershoes or quick-drying sneakers in the parks instead of walking shoes.

Haha I try to have a little self control. Yeah look up the Otterbox DRYBOX 3250 Series. Love these containers. Got two on clearance for $11 each. They have dual lock holes on them too.
