Forget all that Philips gimmicky bull**** trust me. The best shavers as far a electrical goes are made by Panasonic. Here are a few suggestions.

Now they can be a little louder than your Philips but that's because they are more powerful.
My skin really dosen't like shaving either, and once I got to the point of shaving every day or looking like a bum I had to figure something out. I was always slicing myself or leaving skin irritation. I've been using this panasonic shaver for a couple years now and I think as good as it gets for me. The foils are very thin and it makes for a decent shave without all the abuse to your skin of dragging a blade over it. I usually shave dry after using a face wash to get all the oil and stuff off, but wet works too. I know it is expensive, but I am very happy I spent the money on it. I usually replace the foils about once a year, cost wise I think its cheaper than buying blades all the time anyway.
I tried a pricey Norelco after my similarly-priced Panasonic was a few years old, and wound up throwing out the Norelco.
My Panasonic (older version of this) is 7+ years old, still works great.

Around $90-130, 4 blade cutting system, head of razor appears to pivot significantly, wet/dry applicable, is 100% washable, appears to have some form of vibrating cleaning mechanism, something about nanotechnology or some other bullshit, 30 degree inner blades to help cut hair at its source. 2 or 3 year protection plans at $9.99, and $14.99 respectively.
Going on Amazon and coming in at $90-102, with a star rating of 4.5 stars out of 5, with 69% being 5 star rated, 17% at 4 star rating, 6% at 3 star, and 4% for both 2/1 stars.
So the chance of it being very good, if we go by Amazon's ratings is an 86%, and a decent/mediocre shaver is a 14% chance. (This is out of a current 1982 reviews.)
So statistically speaking, it appears good...Might actually look at getting it myself, since I can barely handle 3 inch hair at 75 degrees without feeling hot. (I was shooting for hair down to my shoulders, Note to self: fuck that.)

A foil shaver can get you pretty close. I use a Panasonic Arc4 and it does the job pretty well, and much harder to accidentally nick myself. It's water proof so I just use it in the shower every other day and keep myself fairly smooth.
