9012:

My recommendation is the 9012LL (long-life) bulb. It's rated to last 60,000 miles of driving. It's also rated at 1875 lumens, or 87.5% more than your stock 9006 bulbs, while using the same amount of power.

There are slightly higher performance 9012 bulbs available here, and even higher performance ones here.

The higher performance ones should last about a year but they will burn brighter. The first one, the long-life one, should last several years easily. You can't really go wrong with any of them as they all put out at least 87.5% more light than a stock 9006 bulb.

9011:

These are good.

When you go to replace your 9006 and 9005 bulbs, you will notice that the size of the tabs on the 9006 and 9005 bulbs differ sightly from those on the 9012 and 9011 bulbs. You can use a nail clipper to trim the plastic. Should only take a few seconds per bulb to trim them to fit. Here is an illustration. What I like to do is just cut the entire top tab off with the nail clipper--saves me time from having to trim it down precisely! It still fits securely in my experience.

You went to 1380 lumens, which is rather low. You could be at 2100 lumen, and see everything.

H11 -> H9 low beam mod = 55% increase in light output
9011 high beam mod = 48% increase in light output

Your best is to do a little mod, which can be done with a nail clipper (you just cut away some metal from the bulb housing. And use H9 bulbs instead. (http://www.subaruoutback.org/forums/138-gen-5-2015-present/186450-headlamp-modification-h11-h9-retrofit.html).
