They make rings to slowly stretch the end of the foreskin open wider the same way people stretch their ear lobes wide open.

You basically just put a ring in and wait until your skin relaxes, might be a week or more, then switch to a slightly larger ring.
That said, you should go see a doctor. This could be an infection or something causing the skin to not heal correctly. It sounds like you used to be able to pull your foreskin back so suddenly not being able to is a sign something is wrong.
Just don't fall for it if they bring up circumcision. You don't want to spend the next 10 years of your life on this sub.
Then again, these guys are pretty great.
You can just stretch out phimosis. You can use rings just like ear gauges. Or manually with your hands and your doctor can prescribe you with steroid cream to decrease time. I’d recommend a foreskin stretching kit. It’s discreet and simple to use. It takes a while to work because you need the skin to stretch permanently. I’ve heard they work really well.
