What worked well for me is the following order (after assembly):
(1) Paint the camouflage/livery.
(2) Apply clear gloss coat (as mentioned elsewhere in the comments, Pledge/Future floor polish works great, and it can be airbrushed as-is from the bottle).
(3) Apply decals, use some sort of setting solution if possible (Microsol/Microset are what I've been using).
(4) After decals are fully set, apply another gloss coat.
(5) Apply panel line accent color. When swabbing off excess, go perpendicular to the panel lines so as to not take off too much.
(6) Apply a clear coat, either flat or gloss depending on your preference.
I do weathering around steps (5) or (6), but I think that's usually not as critical of a step.
Patience is also extremely important - things can go irreversibly wrong if you don't let the paint, gloss coats, or decals fully cure.
