Rubbing alcohol to the nostrils should be fine, I did that exclusively for a while. I know what you mean with the pain, especially if it goes too far back. I've tried saturating a piece of paper towel with rubbing alcohol and sticking it in my nostrils, and tried dampening a cotton swab and rubbing it around. Both seemed equally effective.
When I was younger I was a mouth breather and I was always congested. Those are issues I never get now that my nasal Staph is almost completely gone. It's possible that your turbinate hypertrophy is a result of a chronic inflammatory response against nasal Staph. Killing that bacteria may reduce the swelling.
